Infallible?

There was a certain word i came across that i didn't understand its meaning, Infallible. Because of that word i didn't understand the quoted paragraph i read in page 21. I seriously couldn't get a clear meaning of the paragraph, because of that one word. The phrase with this word begins as, "...in order to keep its position, has to be thought of as infallible. But since, in practice, no one is infallible..."
So what i did was simply look it up in the dictionary. There was a lot of definitions for it but they all had a similarity. Here is an example:
in⋅fal⋅li⋅ble /ɪnˈfæləbəl/ Show Spelled Pronunciation [in-fal-uh-buhl] Show IPA Pronunciation
–adjective
1.
absolutely trustworthy or sure: an infallible rule.
2.
unfailing in effectiveness or operation; certain: an infallible remedy.

These definitions actually helped me understand a lot more. I understood exactly what the quoted paragraph's meaning, that totalitarian was suppose to be effective, trustworthy. However no one or anything is garunteed or is for sure. Just by researching this word improved my understanding of this quotated phrase and essay.
